JOB SUMMARY: M & E Officer will be mainly responsible for collection, entry, compilation, database maintenance, validation and analysis of project data to show project’s achievement. He/She will support program team to document project reports and presentations. Act as link between ICO M&E Advisor and state team to incorporate suggestions for improvement in data management at project level.
RESPONSIBILITIES:

• Work in close coordination with project officers under the guidance of your supervisor
• Support project officers in collection & entry of received data from the facilities
• Ensure quality data collection technique are established and used by all concerned project officers/field staff
• Compile, validate, evaluate and analyze the data on routine basis to improve its quality
• Troubleshoots data submission and data error issues
• Ensure safe storage of the soft and hard copies of the formats received.
• Share findings of data on monthly basis to supervisor on time to minimize the errors
• Responsible to deliver quality data on time as per project’s requirement
• Keep regular back-up of the entered data in official hard disk
• Take lead in conducting training & follow up of data entry operators of intervention facilities
• Visit at least once to the facility with District data entry operator or M&E person to strengthen his/her knowledge and skill about data management
• Establish close relation with M&E person of the district to strengthen Govt. mechanism of data collection, entry and compilation
• Coordinate with Software agency & partner agencies’ representative for smooth functioning & regular updation of EAISI software
• Support clusters for implementing project activities wherever required
• Provide state/district/zone wise analyzed report to the project staff as and when required
• Attend and participate in data related meetings of the office or in assigned zone
• Provide all the required support to State Program & Clinical team, ensuring quality and timeliness of task
• To ensure quality of the data entered, he/she should do monthly check of data entered in software randomly. In case of errors, the concerned cluster team/software agency should be informed to take corrective actions
• Do other work as assigned by your supervisor

KNOWLEDGE, SKILLS AND ABILITIES:

• Knowledge and skills of collection of data; expertise in compilation; analysis of data and writing reports
• Knowledge and experience of handling MIS software
• Formal training and hands on experience in M & E and any monitoring software or automated tool would be considered as exception
• Good knowledge of reproductive health; family planning; IUD – advantages, prevalent myths and misconceptions in community and how to overcome them
• Good knowledge on quality improvement and quality assurance of health services
• Strong communication, facilitation, liaison, and motivation skills
• Good training skills
• Computer skills – MS Access, Word, Excel, PowerPoint, Outlook, SPSSPC/ STATA and Internet Explorer
• Ability to work independently with minimal supervision
• Willingness to travel to peripheral health facilities and villages

EDUCATION & EXPERIENCE:

• Postgraduate in Health Management, Public Health, Bachelors in Ayurveda or Homeopathic Medicine or in related areas
• Formal training and hands on experience in M & E and any monitoring software or automated tool would be considered as exception
• At least five years of experience and understanding of working on family planning, reproductive health, and quality assurance of health facilities is desired
• Experience in handling Public Health Data on any statistical tool is desirable
• Experience in analyzing data, back checking data, writing reports with analytical inputs, working on software is desired.
• Experience in communications is desirable
• Experience in facilitating training is desirable
• Experience of working with international NGOs, NGOs, district administration, public health facilities will be an advantage
