1. POSITION VACANT: State Consultant- (MAA-IYCF), International Development Agency (IDA), Patna, Bihar
2. ORGANIZATION BACKGROUND:
Our client is a respected, International Development Agency, that works across the globe to promote children’s survival, protection and development.
Project Background:
Mothers’ Absolute Affection (MAA) programme is the key nutrition flagship programme of the State Health Society (SHS), Government of Bihar for strengthening Infant and Young Child Feeding (IYCF). The state directive on IYCF was issued by the SHS, GoB in 2016 and it includes many components on IYCF including four essential components related to creating an enabling environment, capacity building on IYCF, strengthening the delivery points for promoting and supporting breastfeeding practices and monitoring and awards to recognize achievements and best practices. IDA is supporting the SHSB in establishing state IYCFresource centre at Nalanda Medical College and Hospital (NMCH) under the MAA programme. Apart from this, IDA is also supporting IYCF Counselling Centres in high case load facilities of Gaya and four Medical Colleges. The programme is managed by the State Programme Officer (Child Health), SHS, GoB to improve the quality of training, reporting and monitoring of the existing IYCF Counselling Centres in the state. The State Consultant shall support and guide the State Programme Officer (Child Health), to implement the quality of MAA–IYCF programmes with the support of SHS, GoB.
3. JOB DESCRIPTION/ RESPONSIBILITIES:
Under the overall guidance of the State Programme Officer (Child Health), the State Consultant- MAA-IYCF (SC-MI) shall be responsible to provide technical assistance to State Health Society for successful implementation and improvement in quality of training, reporting and monitoring of the IYCF programme with focus on MAA programme at state level and in 13 high priority districts of Bihar.
Key Job Responsibilities:
(1) Assist in development of the state adaptation of guidelines for MAA and associated reporting formats, indicators inclusion in HMIS, tally sheet and training materials, based on lessons learned from the field
(2) Development and rollout a simplified web based reporting system for MAA programme and support in incorporating the HMIS indicators on IYCF in the web portal;
(3) Develop a system for external field monitoring/ assessment and review of MAA programme including IYCFcounselling centres, breastfeeding corners, implementation of IMS act etc. in the state;
(4) Support SHSB in strengthening inter departmental convergence to improve practices and behaviours related to IYCF in the community;
(5) Support SHSB in developing a SBCC strategy;
(6) Any other activity that may be identified as per programme need.
4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:
Qualification:
(1) Applicants must have a Master’s degree in Public Health/ Humanities/ Home Science (Nutrition);
(2) Candidates who have completed Ph.D. shall be preferred.
Experience:
(1) Minimum five years of post-qualification experience in supporting nutrition programmes;
(2) Prior exposure to work on IYCF programmes shall be preferred.
Skills and Competencies:
(1) Willingness to travel as required for work;
(2) Good computing skills in Microsoft package;
(3) Good command over English and Hindi.
5. NATURE OF ENGAGEMENT:
The SC-MI shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.
6. PROFESSIONAL FEES:
Professional fees of the selected candidate shall be Rs. 1,07,000/- per month for the period of the consultancy assignment. (Note: Subsistence, Mobility and Contingency support shall be separately provided, to address field travel and related costs incurred by the SC-MI).
7. LOCATION: Patna with need base travel to field.

The consultancy assignment will be effective from the date of joining till June 30, 2018.
