Cabinet Approves Homoeopathy Central Council (Amendment) Bill, 2019

On June 12, 2019, the Union Cabinet approved the draft Homeopathy Central Council (Amendment) Bill, 2019. The bill replaces the Central Council (Amendment) Ordinance, 2019, and extends the term of the Board of Governors for one more year. This amendment will extend the period of reorganization of the Central Council from the current period of one year to two years, so as to extend the effect of the term of the Board of Governors to one year.

Homeopathy Act Background

The Homeopathy Central Council Act, 1973 was established to deal with the education and practice of homoeopathy. In addition, to improve the quality and functioning in colleges, the Central Government has introduced technical education. However, the Central Council for Homeopathy was not able to perform its duties in a proper manner and, therefore, the Council was suspended; And the Homeopathy Central Council (Amendment) Ordinance, 2018, and the Board of Governors were formed on May 18, 2018, for a period of one year or after the reorganization of a new Central Council of Homeopathy.

The Central Homeopathy Council was not restructured after the State Registrar was not updated to hold elections after the said time period of one year. Therefore, the National Commission for Homeopathy Bill, 2019 was introduced and the period of restructuring of the Central Council for Homeopathy was extended from one year to two years. As the house was not in session, the Homeopathy Central Council (Amendment) Ordinance, 2019 was passed and after that, the Homeopathy Central Council (Amendment) Bill, 2019 was established and the said Ordinance was approved to be changed.

Key points of the bill

  • The new amendment came into force from March 2019.
  • The new Bill replaces the word ‘within a period of one year’ with Section 3 (a) of the Homeopathy Central Council Act 1973, with the words ‘within a period of two years’. This would extend the timeline for the reorganization of the Central Council of Homeopathy.
  • The affairs of the Central Homeopathy Council are entrusted to a Board of Governors, consisting of eminent and qualified homoeopathy doctors and eminent administrators until the Council is reconstituted.
